Q: Can this sense a strip of magnetic tape?

Theoretically yes, if it's the proper polarity as this only detects a single polarity and ignores the other.

Q: Is there any reason why this would not work with an ebike controller in place of the typical external hall speed sensor?

This is just on/off, I suspect the hall speed sensor is more complicated than that. But if you're replacing a single on/off sensor, and can provide the proper power to it... and the controller only needs the single signal wire... it may work.
