Will this work to apply glow in the dark ceiling stars?

Only if you want the ceiling paint and drywall to come with it during removal. Despite its advertised claims, Zip-A-Way is not actually temporary caulk. (I had damaged windows to prove it!) Instead, I would suggest a product like Loctite/Dap Fun-tak or Elmer's Poster Tack which would be considerably cheaper, removable, reusable, and designed for the type of use you described.

Can I use this outside as well? Will it withstand rain?

It states on the tube that it is for interior use only! Too bad it isn't in the description of the product! We bought it to use outdoors but will use it inside...poor product description! Hope this helps!

What is a good sealant for windows on a vehicle?

I do not know about vehicles. This is great for casement house windows BUT you must pull it off in summer when you want to open the windows. I use it in cold weather. Good Luck with your vehicle. I had a 1935 Dodge with loose windows and bought a couple of small rollers about 1/2 inches on a bracket we screwed to the door ledge at the bottom of the glass to hold it tight against the outside window frame just below the glass to hold it tight against the outer edge and it kept the rain ftom dripping in. GOOD LUCK! A 79 year old woman.
