Do they lock up into the closed position?

Yes, this folding bracket can be locked at 0 and 90 degree.

What is the height when closed at 0 degrees?

It depends whether you have it vertical I have them horizontal to support my shower when closed its 55mm x 75mm x 30mm

The colour in the picture is black.....yet it says bronze in the description below.....which is correct?

Dark bronze. They look nice but make sure the surface you are screwing into (e.g. A leg) is wide enough for the screw hole separation plus a bit.
