Can these be used on tilt out vertical windows?

as long as it is the correct type for your window track, yes it will. did not work on mine. a suggestion: drill hole above window in track, and use a screw to hold window in place. you may always remove the screw if/when necessary.

Yes. you adjust the lock to the position you want and then use the keys to tighten them in place. They have a protector piece that goes between the bolt an the window to protect from any damage. They work great and have 2 types of keys so the flat key will work with the ones you might put on the window where there is a sill.
