Can the charger-in usb-c port serve as a normal usb-c 3.1 port? (when not charging, of course)

No. Also, depending on what you have plugged in, you need it to be charging to keep up. I have a small MacBook and one monitor connected to mine, and it loses more juice than it makes. I can get through my work day, but only if I start with my laptop at 100%
