Would this work for a car window punch in case of an accident?

This is more of a pry tool than a window breaker. It doesn't have a hardened tip to break a window, so it might not work at all depending on who is using it. I would recommend something with a tungsten or hardened steel tip on it.

What are the round outer notches for?

Could be used as a mini winder, or wind paracord/ rubber band on it, to get better hand feel or fix little part such as suitable mini screwdriver in the middle spanner space.
