These are not like Post-It brand tabs. They are similar to the flags. If you want the hard tabs, these are not it.

What kind of pen is best to use? Mine smudge or do not dry

Sorry I didn't write on mine. Have you tried a thin tip Sharpie? It may not smudge since it is a premanent marker. Or maybe Ink Joy gel pens. They dry immediately. Not sure if it would smudge on the plastic.

Are they in a dispenser of some sort or just stacked together?

They are just stacked, but come in little plastic sleeves. They truly are fantastic. The dispensers are handy, but for the quality and price - they can’t be beat.
