Q: If one of the ingredients is hydrogenated vegetable oil, how is this oil free and noncomedogenic/acne safe?

The first ingredient is what the bottle is most comprised of and the percentage goes down as the list continues. Vegetable oil is in the top of the list... I wouldn't want that on my face.
