Can this be set to utc? i would love to have two that set themselves and keep on time. one being local and the other utc

Does anyone know the length of the minute hand, from the center of the post to the tip?

The minute hand should be 4.5-5in long.

Is it quiet? No ticking?

It is very quiet. I can't stand to hear a ticking clock at night, so I bought this one because it's not supposed to tick. And they were correct, it is silent.

Would it auto set in South America?

In a word - NO. This and most other "atomic" clocks sold in the USA are specifically designed to be used in that country, They receive the coded 60 kHz signal from NIST's WWVB transmitter in Colorado, which propagates by ground wave and covers most of the US - but not always reliably. The clock only has offset selection for US time zones. There are 60 kHz time stations in the UK and Japan, but I am not sure that they use the same time code and they are in different time zones from the US. There are cellphone applications available that connect to NIST's web service and emulate the 60 kHz signal by sending harmonic rich audio at 20 kHz to the smartphone's speaker. The third harmonic of 60 kHz then inductively couples from the speaker coil to the clock's ferrite loopstick antenna. If you are in SA, depending on the app, you may have to be in a country that observes one of the time zones in the US. Also, you must activate the app every few days and get the phone near the clock for a few minutes to sync it - not a very efficient way to keep the clock on time!!
