Q: Are the letters free standing

Am not sure what you really mean by "free standing" but would be hard to seperate if that is what you mean. It is all one unit.

Q: How many panels does it have? Are they individual letters??

It is one panel. It is individual letters but is installed from a sheet. Very easy. You tape the sheet at the top, remove the backing sheet slowly making sure the letters adhere to the wall and release from the paper. Then you remove the top sheet slowly. Overall will take less than 30 minutes to install. Look on youtube for example. It is a nice decal.

Q: Can this be applied to a semi-smooth wall? I have walls that have a bit of texture to them.

Hello, yes it sure can be applied to a wall with light texture although it may take an additional bit of work and patience as there is less of a surface area for the decal to stick to. Also this decal is done in a matte finish and designed to compliment walls with a flat matte finish paint as a glossy wall texture may cause it not to stick as well.

Q: can you remove and reapply somewhere else

I would say no. It would be very difficult to remove the decal without it folder over its self.
