Can I use this to connect 2 external monitors to my PC laptop?

Hi Thanks for reaching out to Satechi! Unfortunately, the 4 Port USB Hub is only for data transfer and not video output. However, our USB-C Multiport MX Adapter (B09MDP4DL7) can be used for a dual monitor setup!

Can this be used with a monitor like a Wacom Cintiq? If not, could you please design one that also has charging and video input?

No. See the title: no charging, no video.

Will this transfer uncompressed audio?

I transfer jpg files through my unit. I don't see any reason you can not transfer audio files.
