Do you need Wi-Fi to use it?

With its built-in wireless access point, the Wireless Display Extender can be used in any environment regardless of whether there is internet access. However, USB-C devices must support "DisplayPort Alt Mode", without that feature it can not be connected to the ScreenCast USB-C Wireless Display.

What is displayport alt mode?

It's a feature that is built into a device that will allow video out when using Plug n Play devices.

Can you plug two of these into the same device using two separate USB ports to transmit to 2 screens at the same time?

In theory I don't see why not. Using the USB C connection has to support hdmi over USB C. So in theory if you had multiple USB C ports the supported HDMI they I assume it would work. Although they just even more RF congestion and potentially spotty signal. Some of our work laptops have USB C but do not support hdmi, so they did not work. However in this case you can use the "project" screen in windows to wirelessly connect.
