How many inches is the pipe that attaches to it?

The description says downspout extension can easily be extended from 1.34’ to 5.1’ - I did not go out and measure ours but by the looks of it, this is spot on. It's "accordian" style so you can adjust to your needs.

how much weight can that grate hold? I would like to put a large flower pot over it to direct the water

Really not sure of a weight. Can say it's made of hard plastic and seems to be very sturdy. I use it for drainage but don't see why it wouldn't work for you. Sorry I couldn't help more.
