No, only 2 in 2 out midi interface, no merge function.

so will this allow me to run a midi keyboard into my computer?

it will but i found it a bit unreliable so i would go for an M audio or similar

Will this work with a ipad?

I have not tried it but with a usb connection and a suitable app playing midis it might do.
