Is there logic level shifting on the board? can i use either 5v or 3.3v ttl signals?

No, the logic is 3.3v signal levels only. If you are connecting the Bluetooth module's Tx and Rx to a 5v signal device's Rx and Tx, you can use a resistor ladder to divide down the 5v from the device's Tx to the HM-10's Rx 3.3v, and a straight connection from the HM-10's Tx direct to the other device's Rx OK. The resistor ladder can be as below, or a similar ratio, say 27k and 33k. Tx 5v-----+ | 2.7k |--------3.3v Rx HM-10 3.3k | 0v-------+-------0v Gnd Cheers

Hi , is it possible to create a virtual serial port with a windows 10 computer with BLE capabilities with this device?

Not sure what exactly you mean by virtual but I literally use it as serial port on Arduino and other MCUs it works flawlessly

which Android phone brands will this work with?

It should work with any brand regardless of the brand. However BLE requires android 4.x

Is this module CE approved, if so please forward copy of certificate or provide link ?

Don't know about that, but I could never get the thing to work properly
