how does this compare to Hoya, is it slim in comparison to avoid vignetting?

Yes it is slimmer than a Hoya filter I have of the same size. I bought it to use on a Tokina wide angle zoom and it seems fine.

Does this filter have screw threads on the outside to allow an ND filter to be used at the same time?

Yes you can attach other filters with screw threads

Does it fit nextbase 422 dash cam?

no sadly the nextbase 422 uses a push fit filter of a different size. the 58 mm is a screw fit for threaded camera lenses

Would this fit canon 700d with 50mm lens?

You need to check the lens filter size. It's on the lens and is a circle with a line through it next to the filter size, eg 52mm 77mm etc
