What is the purpose of the large washer in the middle?

After watching the excellent YouTube videos of Shawn Woods, who has tested and critiqued hundreds of rodent cathing devices, this one is one of the most effective, iinm. The washer in the middle requires the rat/mouse to jump/hop/crawl/walk/scamper over this thing to get to the other side or else turn around and go back the way he came. Either way, it makes it more likely that he will lose his balance and plop into the bucket. And voila. In the morning there might be a whole lot of squeakin goin on at the bottom of the sawdust lined bucket. Or...

ANyone use it in the cold winter months?

I've used winter windshield washer fluid as my liquid instead of water during cold temps. I use tongs to remove the mice so I don't need to keep dumping the fluid.

does it work for rats

No experience with rats. Works great for mice, and I would think it would be effective for rats if you deepened your bucket water level.
