Q: It states it comes with a spacer bar, Does this also act as the axle ? As I am looking for anew axle as well as wheel.

The spacer bar threads all the way through the wheel and so, yes it does act as the axle. There are ball bearings at either side of the wheel in a racer, so that friction is minimized and the axle/wheel spins freely without rubbing on the plastic parts of the wheel. The spacer is slightly longer than the thickness of the wheel so that when fixed to the trolley, the wheel spins freely.
