Very small cardboard cut out basically.
Very cheap a lot smaller than I thought and pic is deceiving when it comes to size. The happy birthday fits in the palm of my hand and I have small hands

Flimsy but looks good
The cake topper was very flimsy then I thought it would be but looked really good when on the cake also the heart looked great too that come with it .I'm happy with my purchase
