Mine was the same. Just give it time and it will set, assuming you have a signal.

How do I turn the alarm off?

You have set the alarm. It wakes you in the morning. Hit MODE then ADJUST then ADJUST again. Hitting ADJUST when in alarm mode toggles between no alarm, alarm and alarm with snooze function.

Does this clock have a 24 hour display option?

Yes it has both 12 & 24 hour function
