The shelf is there for stability. I would not recommend removing it.

What is the weight limit? I'm hoping to put my tv on this table.

I would say yes, but of course it depends on the size and weight of the TV. However, as the table is quite narrow, it isn't super stable if rocked forward, which must be why it comes with a little strap to attach the back to the wall behind. I'd ask the supplier. They respond quickly to emails.
