There is no locking of the shelf, but it does stay in a close position when moving a portable racks, ( Not Transporting a Rack).

The shelf itself is 23.62'' from front to back. So as long as your rack will accommodate this depth, you should be fine. This unit does not fit in a standard 19'' x 19'' rack. There is a shorter model for that.

all racks are standardized at 19 inches. useable space 18.5 inches

YES, this rack tray may be mounted upside down. It will serve more as a shelf (without a front lip) though.
