It uses a tipping bucket style rain gauge.

Rain water drains out the bottom after being measured. It does not need to be emptied.

Has anyone bought this recently, and is the data history functionality improved? How much history do you get to keep?

We bought ours at Christmas and it appears that it has kept data since the installation; you can view data by day/week/month/year. I can't speak to whether this is better than a previous software & display iteration. That said, you can hover the mouse over the graphical data to see a particular date, or you can use the "day" view and back arrow to go to a previous date.
