Can you program with android

yes, it can program with andriod app or apply IOS, also it can be program by CHIRP.

When trying to read from the radio using Radtel software and the included usb/Kenwood plug, the radio says “program” but the status bar never change?

Check connections and download the programming cable software from the website. A working Baofeng cable works too.

How many watts is this radio? Amazon website only says "Long Range."

where can i get replacement parts? I scratched the outer screen cover already, ha, great radio though

I did the exact same thing! Radio is okay. Very poor user manual, in my opinion. Must be a really cheap Chinese outer screen cover. :-( I might remove the scratched screen cover and replace it with something of better quality, made in America! A USA company would realize this mistake and send customers a free replacement screen with installation instructions.
