How does this controller charge because I have a plugged in and it still won't charge is that a controller that just keeps turning red ?

I never charge. just put the usb connected in the box.

I bought this at a store where they sell stuff from amazon and it didn't come with the adapter can i connect it to my ipad gen 8?
