What's the purpose of the cable release? Do you have to use the cable release for the gps to work?

Use of the cable release is not related to the GPS unit. I find it useful for astronomical and HDR photography.

Will this work on a Nikon D850 and does it come with the proper cables for that camera?

Yes to both. It comes with a 10-pin connector for the D850 as well as a USB (mini?) for cameras that use that cable. Accuracy is great on my D850.

Has anyone experienced problems with the "on/off" switch failing? gps works great on both a d500 and a z7.

I haven't had any problems with the switch, but the USB connection can be a bit loose and could be causing your problems.
